Paul Stephenson, the deputy commissioner of the Metropolitan police, said he was confident that a plan "intended to be mass murder on an unimaginable scale" had been thwarted.Severe travel disruptions are being experienced. British Airways, Air France, KLM, Alitalia, Iberia, and El Al have canceled all flights to Britain until further notice.Unconfirmed reports suggested between three and 10 flights could have been targeted.
Police said 21 people had been arrested in London, the Thames Valley and Birmingham. Sources said those arrested were British-born and were held as part of an operation, involving the security services, that has been ongoing covertly for several months. [Note: SkyNews interviewee said the terrorists were of Pakistani origin.]
At 2am, the Joint Terrorism Analysis Centre raised the UK terror alert from severe to critical - its highest level - for the first time. The Home Office website defines that as meaning an attack is expected "imminently."
Unnamed U.S. intelligence official says there is a serious al-Qaeda connection with the plot. U.S. Homeland Security to hold press conference at 0800 EDT.

BBC: The shooting of a man arrested during an anti-terror raid in east London was an "accident", the Independent Police Complaints Commission has said.I regret the accidental injury didn’t result in this Mu-slime getting to meet Allah.The firearms officer involved committed "no criminal or disciplinary offence" when Mohammed Abdul Kahar, 23, was shot at his home in Forest Gate, on 2 June.
The gun went off after contact between the pair on a "narrow staircase". Meanwhile, Mr Kahar has been arrested by police on suspicion of making pornographic pictures of children.
He remains in custody at a London police station.
After the June raid on the Forest Gate house, police hunting for a suspected chemical device later released Mr Kahar, who was shot in the shoulder, and his brother Abul Koyair without charge.
On Thursday, police said computer and electrical equipment had been seized during a search of a house in London - understood to be the same one raided in Forest Gate on 2 June - and passed to the Child Abuse Investigation Command for further examination.
They said the decision to question Mr Kahar had been made before the force was aware that the IPCC report would be published on the same day.
Police had a duty to investigate intelligence and allegations relating to child protection issues, a spokeswoman said.
Scotland Yard has released a statement saying it regrets that an "accidental discharge" caused injury.

Home Secretary John Reid issued an order in Parliament to make it a criminal offense for a person to belong to or encourage support for al-Ghurabaa and the Saved Sect.
Both groups are splinters from Sheikh Omar Bakri Mohammed's group al-Muhajiroon which had already been banned and Mohammed cast out of England and banned from re-entry. It is now illegal for these groups to meet, members to wear any clothing about the group or carry any articles in support thereof. This will end up pushing the group more below ground, but I would assume MI5 already has a firm handle on who belongs and who doesn't since the group has been very public even wielding signs calling for terrorist attacks accross Europe and in England because of some silly cartoons.
As you might imagine, this news didn't sit too well with members of the group. Al-Ghurabaa spokesman Anjem Choudary argued the British government failed to properly engage British Muslims.
“The easy option when one is losing an argument is to ban the opposition voice. And that’s what’s happened here,†Choudary said. “We (al-Ghurabaa) are not a military organization; we have only been vociferous in our views — views concerning everything from the government’s foreign policy in Iraq and Afghanistan to the host of draconian laws, which they’ve introduced against us in this country.â€But it is that voice justifying terrorism that got the group in trouble in the first place. While the group is not known to be linked to any acts of terrorism, justifying terrorism and calling for acts of terror due what they perceive as injustices is terrorism itself according to the new British laws. They can kick and scream all they want, but they can't kick or scream about why they believe hirabahs should attack England.

These recordings and some private exchanges between Vigil infiltrators and members of Al Ghurabaa and the Saved Sect – including exchanges related to raising funds for terror and recruiting jihadist fighters from Britain- were delivered to the British authorities last week.
Having seen some of the material, but not all of it, let me give my initial impression: You think these people are disgusting when they speak openly and in front of Westerners? You really should see what they say when they don't think any one hostile is watching.

Despite the fact that our fellow citizens often seem to have completely lost their way, I continue to believe that our common culture will carry both our nations together through these difficult times, just like it did barely 60 years ago. I know the blood of Winston Churchill still courses through British veins. I believe we're now moving into dark and uncertain times, and it's going to get a lot darker and a lot more uncertain in the years to come. When the chips are down, there's not a group on Earth I'd rather have in my corner than the British.
If we keep our collective chins up, we'll end up, as we always have, on top. Only if we lose faith and fall into despair might the enemies of the West have a fighting chance. I'm not at all interested in giving our enemies that chance.
I think the words of the hero Aragorn are appropriate on this day:
A day may come when the courage of men fails, when we forsake our friends and break all bonds of fellowship, but it is not this day. An hour of wolves and shattered shields, when the age of men comes crashing down, but it is not this day! This day we fight!! By all that you hold dear on this good Earth, I bid you stand, Men of the West!!!This day, this week, this year, we fight. Our very survival demands it, and I'm confident the people of the West will, as a group, eventually rise to the challenge.

This was espcially tough to swallow here in America. To know that our mother country was under attack and suffering for standing with us in the War on Terror. I cannot help but feel a deep sense of gratitude. Though the birth of the United States caused great pains on both sides, we and the British are one. The bond between our peoples is unbreakable and enternal. One will always stand for the other. This event brought home with deadly gravity what it means to have a true ally. Stand together we shall and we shall never forget!

Britain is home to dozens of websites run by Muslim immigrants that support terrorist activities in Iraq (example). Of course, they deny supporting terrorism, but only do so on definitional grounds: i.e., that Islamists in Iraq who routinely take hostages, bomb civilians, and behead people with ties to the elected government of Iraq are really "freedom fighters" and not terrorists at all.
I have personally tracked, literally, hundreds of jihadi supporters and located their countries of origin. The vast majority of Islamists living in Western countries, that I have located, come from Britain.
Police said they arrested seven people in Manchester, one in the area around Liverpool and one in London in early morning raids on 18 addresses. Around 500 officers took part in the operation, which also focused on the West Midlands and the northeastern city of Middlesbrough.Non-sequitor and squishy logic alert:Two of the nine arrested were later released without charge in what police described as a fluid situation.
"This is a major anti-terrorist operation," chief constable Michael Todd of Greater Manchester police told reporters.
"Searching addresses under the terrorism act can often take two, three or more days ... it will take some time to resolve."
Sources told Reuters the operation was designed primarily to crack down on terrorist activities in Iraq, although police officers said they could not confirm this.
One local man, an ethnic Pakistani Muslim, ridiculed the idea that terrorists might be living in the area. "What terrorists?" he said. "This is just a drama they have done to annoy the Muslims. They can't be Muslims and be terrorists."Right, no such thing as a Muslim terrorist. Why the very thought is absurd!
The Guardian adds that the suspects were all from Libya:
All the people arrested are believed to be of Libyan nationality....Last week as I sat in an internet cafe in a London neighborhood dominated by signs in Arabic and notices that the food was halal, I noticed two North Africans watching a video. It was Ayaan Hirsi Ali giving an interview. I couldn't tell by the expressions on their faces whether they were supportive of the Dutch human rights activists stance against Islam as the root cause of the repression of women in Muslim countries or not.Greater Manchester Police's anti-terrorism unit, which led this morning's raids, said the operation was targeted at individuals suspected of "facilitating terrorism abroad".
There was no suggestion that any were suspected of planning an attack in the UK.
Chief constable Michael Todd said the long-running investigation, led by his force and MI5, was into alleged terrorist activity overseas, including the funding of terrorism.
Mr Todd said there was no threat of an attack on this country. Instead, the operation is believed to be focused on terrorist activity in Iraq.
My gut feeling? Ms. Ali would do well to stay out of that particular neighborhood.

A week after the attack [London transit bombings] he had told newspapers that the perpetrators ought to be punished. But in a secretly taped conversation, he said: “What they [the bombers] did was good. They have warned that we are here, we Muslims. People have taken notice that we are here. They died so that people would take notice . . . big meetings and conferences make no change at all. With this, at least people’s ears have pricked up.â€...He also praised the bombers as the “children†of Abdullah al-Faisal, a firebrand Muslim cleric, who was convicted of inciting murder and racial hatred in 2003.
Ali revealed that the leader of the London suicide bombers had attended sermons in Yorkshire by al-Faisal and tapes of al-Faisal’s teachings were still circulating within his mosque.
Al-Faisal, who has branded non-Muslims as “cockroaches†ripe for extermination, is serving a seven-year prison sentence but is eligible for early release next week.

As if promising to 'slay' and 'behead' the blasphemers wasn't enough. Now calls for 'extermination'. Since Muslims are holding the entire country of Denmark responsible for a single brave newspaper's actions, are we to surmise that only the Danes should be sent to the gas chambers or all of in the West who support them too?

What the news is not reporting about these people is that they are followers of Sheikh Omar Bakri Muhammad and that their website has called for death to all those who blaspheme mohammed. They openly preach this hate on the streets of London. A related group, The Saved Sect, operates in Birmingham.
Intelligence gathered from Jawa Report operatives indicated that radical Islamists linked to Sheikh Omar Bakri Muhammad are using The Birmingham Grid for Learning webservers to spread jihadi propaganda and recruit terrorists. These webservers are owned and operated by the Birmingham City Council. The webserver also seems to be related to various schools in Birmingham.
What we want to know is who has access to these webservers? Is an employee of the City of Birmingham, or a related school, a jihadi? I believe the people of Birmingham might be interested to know that there is a terrorist in their midst. Especially if that terrorst is teaching their children.

Not satisfied with stalking a decorated war hero, the misunderstanderer also was collecting information about prominent Hindus and Jews in the community.
Perhaps the most troubling part in all of this is that the would-be jihadi only gets 6 years for his treason.
A TERRORIST who planned to 'hunt down' and kill a decorated British soldier was jailed for six years last Thursday.UPDATE: Interested Participant has been following this story and has an image of the convicted jihadi here.Abu Baker Mansha, 21, of Harold Wilson House, Arnott Close, Thamesmead, obtained the address of Corporal Mark Byles, 34, after reading a newspaper report on his killing of at least three insurgents in Iraq.
...Mansha had amassed a collection of 'virulent' anti-west propaganda with stacks of DVDs, including one of the hostage Kenneth Bigley, pleading for his life before being beheaded.
Others featured Osama bin Laden, the al-Qaeda leader. Police also found a blank-firing pistol which somebody had attempted to convert into a lethal working weapon.
Last month, Mansha was convicted by a Southwark Crown Court jury of possessing a document containing information likely to be useful to a person committing or preparing an act of terrorism.
He denied the offence under the Terrorism Act 2000 which carries the maximum term of up to 10 years in jail....
"Also found were requests by you about information on prominent members of the Jewish and Hindu communities.

A man was arrested today at the Manchester, U.K., airport under Britain's new tougher anti-terrorism laws. Reports are conflicting at this point as to the exact circumstances of his arrest. This report claims the man was 'Asian', which in England usually indicates some one from the subcontinent--Pakistan or Indian.

Fox News reports that the man was arrested for acting suspiciously and apparently resisting the quesioning--a stun gun had to be used to subdue the man (hat tip Confederate Yankee for e-mailing me):
According to SKY News, a man was seen acting suspiciously at the airport, and was subsequently approached by authorities, who used a stun gun to arrest him after he resisted.This report indicates that the man might have been on the runway with the package:Army bomb units were then called in to investigate the suitcase, and the BBC reported that a controlled explosion was carried out.
Greater Manchester Police said the man had been seen acting suspiciously in the area where aircraft were parked.This report indicates, though, that the man was caught after he ran through a security checkpoint:The British Broadcasting Corporation reported that a man with a suitcase had been seen walking under an aircraft.
A man was arrested by police today after he ran through a security post at Manchester Airport and got within 60 metres of an aircraft.While the man was initially arrested under the Terrorism Act, he is now being held under the Mental Health Act. So, either he's crazy or a crazy terrorist.

An Italian court has upheld the extradition of Hamdi Issac, also known as Osman Hussein, to Britain. Issac is suspected of involvement in the botched July 21st London transportation bombings and was arrested in Rome a week later. No one was hurt in the failed terror plot.
Isaac has admitted to involvement in the 7/21 plot, but has said the bombs were meant to 'scare people' and 'not kill'.
However, evidence suggests that Isaac and his fellow conspirators did mean to kill. The reason no one was injured in the attempt was that all four bombs failed to detonate. The one minor explosion was caused when a detonator failed to ignite one of the bombs. One person suffered symptoms of asthma because of the smoke, but no other injuries were reported.
Isaac is expected to return to Britain within the next 10 days. Unfortunately, the U.K. does not have a death penalty. (Sources: AP, Reuters, AFP)

On the video, Mohammed Siddiq Khan, one the men responsible for the bombings, gives his testimony and explains the reasons behind his action and blames Western citizens and holds them responsible for the bombings in London, Madrid and 9/11, because they elect governments that commit crimes against humanity."

Speaking at an informal meeting of EU foreign ministers in Newport, Mr Straw told reporters there was "no excuse, no justification for terrorism of any kind". He added: "And it happens those who entirely wrongly claim to speak in the name of Islam are mainly killing their fellow Muslims."

A controversial Islamic cleric has left the UK for the Middle East amid speculation he would be investigated for treason, said his spokesman.England declared war on Muslims? Let's see, in England you can practice your Islamic faith, including openly proseletyzing Christians to become Muslims. Is there a single Islamic country that can say the same? No? QED.Sheikh Omar Bakri Mohammed - former head of radical group Al Muhajiroun - left on Saturday for Lebanon, his colleague Anjem Choudary told the BBC....
Mr Choudary said the cleric believed "Britain had declared war on Muslims".
UPDATE: Good discussion by Megan McArdle on this over at he-who-will-not-be-named's blog and by Gene Volokh. I would only add that speech laws must be context oriented. What one can say in a time of peace must be different than in a time of war. Those that think otherwise must share a different value system than myself. Personally, I think human life is much more valuable than speech. If killing the enemy is legitimate, then stifling his speech must also be.
