You'll see the moderator in this clip is trying to gin up a reasoned discussion as to whether the conflict is over "race" or "culture"--without much success. This woman seamlessly conflates "culturalism," "bullying" and "racism" as if they were all the same thing. But they're not. It's not at all uncommon for a person of one race to dislike a person af a different race. That dislike my have nothing at all to do with racism.
Looking at the clips, it appears to me that Shilpa herself offended some of the UK players on multiple occasions by her own "cultural ignorance." No one seems to want to talk about this. Does the "cultural ignorance" street only run one way? Are the UK players expected to learn about and respect Shilpa's culture while Shilpa has no such burden to give the UK players the same courtesy?

I'm not too certain on the racism issue, and there has been plenty of debate about it with some saying it was just bullying (as if that is in any way ok) and others saying it is outright racism. I think a lot of it is the intention behind what was said. I could call a mate of mine a bast*** but if we were laughing and joking around anyway then that's the way it would be taken, as a joke and he'd probably call me a bast*** too. If I'd called him a bast*** and clearly had malicious intent then it goes the other way. The police stand over here is this: if a victim feels that an attack on them, whether physical or verbal, was racially motivated then the police are duty bound to investigate it as a racist attack. All it needs is for the victim to say they felt it was racially motivated.
There does appear to have been a certain degree of hatred directed towards Shilpa on the basis of her race, but most of that came from her mother (who left the BB house last week) and two other contestants, Danielle and Jo. An example of some of the comments directed at Shilpa: Danielle saying Shilpa should f*** off home (i.e. back to India), Jade calling her 'Shilpa Poppadum' and on another occasion 'Shilpa F****awalla'. That last one has got to have an air of racism about it.
Shilpa is very clearly a lovely woman, with extremely good manners, very polite and gracious. Put simply, she is everything Jade is not. But Jade and her family began taking potshots at her from the minute they arrived in the BB house, largely over the pronounciation of Shilpa's name, which she took in very good spirit and laughed it off. Then it began to become something of an issue in their minds, that she was a 'foreigner'. But Shilpa still took it in good spirit, and you'd see examples of Jade's mother in the diary room mouthing off about Shilpa, describing her in progressively unpleasant ways, but from Shilpa? Not one unpleasant word escaped her lips. Not a single one, and she kept describing Jades mother in glowing terms completely unaware of the rather nasty attacks being made on her behind her back. Yes there were occasions when, for example, Shilpa was laughing about Jade's accent, but there was never anything remotely nasty about it, and considering the way people had been making fun of her and her name, seems to me that criticising her over that is rather unfair.
What there can be no dounbt about though, Jade is a foul-mouthed little bully. She has been on Big Brother before and she treated another contestant in pretty much the same way as she treated Shilpa on this one. In that case though the woman in question, someone called Sophie, was white. But like Shilpa she was very attractive, well educated, friendly, and kind. Everything Jade actually isn't. On that occasion also the bullying of Sophie attracted a large number of complaints, although nowhere near so many as on this occasion.
Jade's excuses are that she isn't a racist and she isn't a bully, and that it was all done in fun. Well, that's the excuse bullies always come out with isn't it? "It was just a bit of fun"? It might be funny is everybody finds it funny. It isn't funny when it clearly begins to cause distress to the victim and the fact that it was upsetting Shilpa more and more was plain for all to see. But they carried on doing it, and it began to get worse, and anyone who saw Jade's appalling and aggressive tirade at Shilpa last Tuesday could plainly see there was no 'humour' behind her attacks on Shilpa at all. It was just plain nasty. Jade's presence appears to have been intended by Channel 4 to have been detrimental, as shown in the fact that three contestants walked out after Jade and her families arrival. Amongst them Ken Russell who, at nearly 80 years old, was genuinely concerned that the aggressive atmosphere caused by Jade could lead to him having another stroke. Channel 4 are just as much to blame as they seem to have only been concerned with ratings, and could have put a stop to Shilpa's treatment immediately but chose to let it run.
Racism? Possibly Jade, definitely Jo and Danielle. They were very demeaning towards her, and appeared to use her race as a justification for that. Bullying and aggressive? Jade absolutely.

Of course it's a one-way street. Cultural ignorance by the little brown munchkin is always permissible because, well, he's a little brown munchkin and doesn't know any better. But woe to whitey if he's culturally ignorant. You see, whitey is like Nietche's superman, a demi-god form of human being whose ignorance therefore has no excuse. In fact, it can't be ignorance, so it must be malice, i.e., RACISM. That's why we can chuckle at brownie ignorance (it's never racism, and it can be sooo cute sometimes!), but whitey ignorance is always a resurgent form of Nazism that must be nuked with extreme prejudice.
