OTTAWA (Reuters) - The Muslim hijab, banned at a taekwondo tournament in Quebec last month, will be allowed at the 2007 World Championship in Quebec City later this month, the International Taekwon-Do Federation announced on Friday.The decision by a Quebec federation last month to bar a team of Muslim girls from taking part with their hijabs at the regional tournament had prompted protests of discrimination, but Quebec federation officials said it was a matter of safety.
That group was affiliated with the World Taekwondo Federation, a rival group to the International Taekwon-Do Federation (ITF), which said on Friday it would temporarily allow the head scarves at its May 31-June 3 championship.
Maybe I shouldn't criticize, maybe I should emphasize. Since we're rapidly reducing the radical Muslim male poplulation, it only makes sense to teach the radical Muslim female population to fight at a disadvantage.

I'm not sure it's accurate for the source WTF and ITF to call them "rivals." The WTF is much larger, and is the sanctioning body for most international competition, including the Olympics. The WTF also recognizes the Kukkiwon in Seoul as the authority for individual TKD artists.
The ITF has splintered since the death of its founder, and, as far as I know, was never as big or influential as the WTF.
But I may be prejudiced. My black belt was awarded by the Kukkiwon, and all the competitions I've entered are sanctioned by the WTF.
