I've worked in retail, and I think its a kind of lowest common denominator problem. If they give out receipts to everybody, they risk annoying you and a few others like you, but you're probably not their highest maintenance customer to begin with. However, there is another kind of customer who expects a receipt every time, but is too stubborn or stupid to request it; instead they call up later and scream at the manager. And their rage, fury and verbal abuse makes your so-called "rant" pale in comparison. So, CYA: receipts for everybody.
