Stunningly, I think Jimmy Carter had an idea that might work on the UN shenanigans. When Carter was not admitting that he did indeed "have lust in his heart", he was talking about zero-based budgeting. This meant start each gov't dept off with a budget of zero each fiscal year, and make them defend every line item down to paper clips. Pay for only those things that dept can justify, for that fiscal year. Americans were enamoured of this approach for about 5 minutes.
I THINK, HOWEVER, that zero-based budgeting could be very useful in dealing with the UN. Since the US pays the greatest share of UN dues (why, by the way?), it should be able to cherry pick what UN programs it wants to support, and use zero-based budgeting on those programs, to determine how much it wall pay for those programs. Let Zimbabwe, or someone else pay for any negligent paper-clip over-runs.
