Bush Still Polling Higher Than Dem Congress
Both are pathetic, but one is more pathetic than the other. These are averages, so they represent what all the polls together are saying.

The poll question did not specify "Dem Congress". The Democrats under Pelosi have a pretty fair working majority in the House but a bare minimum majority does not mean a working majority in the Senate. Because of this and the threat of veto i don't expect much of substance to pass until 08. Of the 33 Senate seats up for election 21 are held by Republicans and 12 by Democrats. In 08 the Democrats have a pretty fair chance of getting a working majority in the Senate.
